Improvements to A350 Chippenham Bypass and at M4 Junction 17

Works to improve traffic flow and journey times on the A350 at Chippenham and at Junction 17 on the M4 are due to commence this summer.

Following the completion of improvement works at Bumpers Farm and Brook roundabouts in February 2016, the next scheme proposal on the A350 Chippenham Bypass, due to start in mid-July.

Planned Network Rail works between Chippenham and Swindon in July

As part of Network Rail’s upgrade plan they are electrifying the railway line from London Paddington to Cardiff. This will help bring passengers quieter, more frequent and more reliable services on a new fleet of trains with Great Western Railway which have more seats and more space.

Weight Restriction on B4069 Comes Into Force on 3rd July

After what feels like an age, the weight restriction on the B4069 through the village comes into force on 3rd July, which should remove the heavy lorries from thundering down the High Street.

Sutton Benger High Street Resurfacing update

The resurfacing work on the High Street, Sutton Benger will start on 19th June 2017 and last for three weeks. The work will be take place between 9:30am and 3:30pm, Monday to Friday.

Due to the nature of the required works and the local environment, the works are to be carried out within a temporary road closure, to ensure that adequate health and safety is maintained for local residents and the Contractor.

During the works period, access to enable residents and businesses to enter and egress from their properties will be maintained, however this could be temporarily restricted due to site operations.

The Contractor will endeavour to minimise the delay; although due to the nature of the works minor disruption is inevitable. It is essential that the road remains un-trafficked until the new material has set, as early trafficking could lead to premature failure. Dedicated Traffic Management operatives at the extent of the works will monitor access and give motorists assistance.

THE WILTSHIRE COUNCIL HEREBY GIVE NOTICE that on Wednesday 18th January 2017, the following length of road shall be closed to all traffic in the interests of public safety to enable Wiltshire Council to carry out carriageway resurfacing, hand patching and associated works.

UC Chestnut Road (part) Sutton Benger; from its junction with Sutton Lane to approximately outside Village Hall.

Alternative route:

Via – Chestnut Road (unaffected length) B4069 High Street – Sutton Lane – and Vice Versa

The closure will be clearly indicated by traffic signs throughout the works period.

This closure notice comes into effect on 18th January 2017, for a maximum of 21 days; however it is anticipated the work will take 1 day to complete. This will be between the hours of 09:30 – 14:30. It is anticipated that the works will take the stated duration to complete depending upon weather conditions. Access will be maintained for residents and businesses, although delays are likely due to the nature of the works.

Notice is hereby given that the Wiltshire Council has made an Order to close temporarily to all traffic:

B4069 Main Road (Part), Christian Malford and Sutton Benger; from a point approximately 170m west of its junction with Avonweir Lane to a point approximately 300m east of its junction with Station Road.

To enable: Wiltshire Council to carry out carriageway reconstruction, surface dressing and road markings.

Alternative route: via B4069 (unaffected length) – A420 – A4 – A3102 – B4069 (unaffected length) and vice versa.

The closure and diversion route will be clearly indicated by traffic signs.

This Order will come into operation on 13 February 2017 and it is anticipated that the closure will be required daily between the hours of 07.00 and 18.00 for two days. It is anticipated that the works will take the stated duration to complete depending upon weather conditions. Access will be maintained for residents and businesses, although delays are likely due to the nature of the works. The Order will have a maximum duration of 18 months.

Seagry Road Closure RouteTHE WILTSHIRE COUNCIL HEREBY GIVE NOTICE that on Monday 19th September 2016 the following length of road shall be closed to all traffic in the interests of public safety to enable Wiltshire Council to carry out urgent repairs.

C66 Seagry Road, Sutton Benger; from its junction with B4069 High Street for approx 1472m in a northerly direction to its junction with C82 T junction at Coach House Upper Seagry North West to Junction with Henn Lane.

To enable: Drainage works at Seagry Brook due to void.

Alternative route: Via – C82 – C166 – A429 – B4122 – B4069 and vice versa The closure and diversion will be clearly indicated by traffic signs.

This Order will come into operation on 19th September 2016 and it is anticipated that the closure will be required for 24 hours until 23rd September 2016. Access will be maintained for residents and businesses, although delays are likely due to the nature of the works. The Order will have a maximum duration of 21 days.

Clerk’s Report: June 2016

Update From Sutton Benger Parish Council

Meeting held on Wednesday 8th June 2016 – Five Councillors, the Parish Clerk, 3 members of the public and Cllr H Greenman attended.

Planning

The Final Scheme for Arms Farm was noted but no formal discussions can take place until the planning application has been received by the PC.

Consideration was given to 1 planning application:

16/04319/FUL – Sheep Cottage, 6 Sutton Lane SN15 4RU – Single storey extension – No Objections

Highways and Transport

The Clerk has sent a letter to the Associate Director of Highways and Transport with a Request for Information under the Environmental Information Regulations 2004 concerning the disrepair of the B4069 High Street.  Cllr P Jones attended a presentation on the new Parish Steward scheme on 9 June 2016.

Wheelie Bin Speed Limit Stickers

The PC will be purchasing some 30mph and 20mph wheelie bin stickers to be available on a first come first served basis.

Grass Verges

The Clerk advised that the verge on the west side of Sutton Lane near the High Street junction was no longer on Wiltshire Council’s list as they do not own it.  Land Registry searches have revealed that the verge seems to be another pocket of unregistered land.  Wiltshire Council could be asked to cut it if visibility to motorists becomes impeded at all.

Talk to the School Council

Cllr P Jones gave a presentation to the Primary School’s School Council on the role of the Parish Council and its Councillors. The Clerk was asked to invite them to attend the next PC Meeting.

High Street Flowerbed

Wiltshire Council have now carried out the repairs to the dry stone wall.

The date of the next Parish Council Meeting is Wednesday 13th July 2016 in the Village Hall, starting at 7.45 pm.
