Clerk’s Report: July 2016

Update From Sutton Benger Parish Council Meeting held on Wednesday 13th July 2016.

School Council – Four members of the School Council were warmly welcomed to the meeting and they presented the Parish Council with a copy of the School’s Draft Travel Plan 2016.

Parking at College Green – The PC fully supported the application by Cllr H Greenman to create additional car parking at College Green and approved a contribution of £1,000 so that the project could go ahead.  Thanks was given to Howard for all his work on this issue.

Planning – Consideration was given to 3 planning applications:

16/05575/TCAL – 11 Manor Farm Drive – Fell 2 Cypress Trees – No Objections

16/04961/OUT – Arms Farm – Outline planning for 14 dwellings – Object and request Cllr H Greenman to call it in to committee

16/05808/FUL – 4 Box Cottages – Single storey rear extension – No Objections

Highways and Transport – The Clerk gave an update on the response from the Associate Director of Highways and Transport concerning the disrepair of the B4069 High Street.  She will be pursuing the matter further by requesting temporary safety signs warning road users of the potholes and broken surfaces and for another scan of the road to be carried out.   She urged everyone to use the MyWiltshire App/Website to report the potholes.

High Street Crossing – Cllr P Jones has carried out an informal pedestrian count at the potential site for a crossing on the High Street – it was agreed to liaise with the School and carry out a second count in Sept/Oct 2016.

Reintroduction of the Parish Steward Scheme – Wiltshire Council have reintroduced the scheme by contracting Ringway Plc as providers for the next five years. So, from October 2016 we will get a visit from our assigned Parish Steward every few weeks, to tackle those little jobs which so improve life in the village but which have not, perhaps, been so readily completed of late.

Ringway have invested in twenty bright yellow Ford Ranger 4x4s, so there will be no problem noticing his presence! Each vehicle carries the equipment to tackle jobs which one man can handle, such as hedge cutting, strimming, invasive weed control, small pothole filling etc. Equally importantly, they are establishing protocols to ensure the scheme is effective.

To that end, the Parish Council has a nominated member who will collate and submit a monthly, prioritised list for action. Reports can be submitted to the Parish Clerk.

It is important to realise that our Steward is responsible for and to County Highways, so he will not empty litter-bins or look after the play park. The aim is that, in time, our assigned Steward will get to know the Parish well and become more pro-active in seeking out tasks to complete, always assuming our priorities have been met.

MyWiltshire App logoEverybody in the Parish can help in reporting Highways issues these days, by using the MyWiltshire app, which I urge everyone with a Smartphone to obtain. A brief message to the PC Clerk would be helpful, if you have time, as that will alert our nominee to issues reported. As he gains familiarity with the Parish, he will become more pro-active, which will be simply marvellous!

Grass Verges – it was agreed that the PC would take on the responsibility of mowing/strimming the unregistered grass verges in the village at Sutton Lane and fronting 62-64, 68 High Street in an effort to keep the village looking a bit tidier.

Tree Works – Cllr Pope reminded everyone that as most of Sutton Benger is in a Conservation Area you must apply for planning permission to carry out works to any trees in your garden.  Apply here – https://www.planningportal.co.uk/applications.

Village Hall – a community grant of £456 for the VHMC to purchase 12 replacement chairs was approved.  Further discussions need to take place with regard to possible projects for the S106 Indoor Leisure funds.

Rights of Way – there is a need to take on the maintenance of our Rights of Way as Wiltshire Council do not have the resources to do so.

Do you like walking in our beautiful countryside?  Would you like to help maintain and preserve our Rights of Way?  Parish Path Liaison Officers (PPLOs) are volunteers who are provided with a handbook and offered a toolkit to help look after their local parish path network.  Walking and surveying the paths in the local area they report problems and tackle minor practical tasks.

Wheelie Bin Speed Limit Stickers – the PC have some 30mph and 20mph wheelie bin stickers to be available on a first come first served basis – please contact the Parish Clerk.

Neighbourhood Development – the PC agreed to fund the printing costs of 1,150 questionnaires to be distributed later this month – anyone wishing to volunteer to help the NDP Group should contact sbbigplan@gmail.com or register your interest on their Facebook page.

St. Modwen Acquires Chippenham Gateway

St. Modwen, the UK’s leading regeneration specialist, has signed a conditional contract to develop a strategic 79 acre site immediately adjacent to Junction 17 of the M4 near Chippenham that will transform the land into a new region wide serving distribution park.

Subject to planning consent, the site, known as Chippenham Gateway, will provide up to 1,000,000 sq ft of B8 storage and distribution space when complete.

Clerk’s Report: June 2016

Update From Sutton Benger Parish Council

Meeting held on Wednesday 8th June 2016 – Five Councillors, the Parish Clerk, 3 members of the public and Cllr H Greenman attended.

Planning

The Final Scheme for Arms Farm was noted but no formal discussions can take place until the planning application has been received by the PC.

Consideration was given to 1 planning application:

16/04319/FUL – Sheep Cottage, 6 Sutton Lane SN15 4RU – Single storey extension – No Objections

Highways and Transport

The Clerk has sent a letter to the Associate Director of Highways and Transport with a Request for Information under the Environmental Information Regulations 2004 concerning the disrepair of the B4069 High Street.  Cllr P Jones attended a presentation on the new Parish Steward scheme on 9 June 2016.

Wheelie Bin Speed Limit Stickers

The PC will be purchasing some 30mph and 20mph wheelie bin stickers to be available on a first come first served basis.

Grass Verges

The Clerk advised that the verge on the west side of Sutton Lane near the High Street junction was no longer on Wiltshire Council’s list as they do not own it.  Land Registry searches have revealed that the verge seems to be another pocket of unregistered land.  Wiltshire Council could be asked to cut it if visibility to motorists becomes impeded at all.

Talk to the School Council

Cllr P Jones gave a presentation to the Primary School’s School Council on the role of the Parish Council and its Councillors. The Clerk was asked to invite them to attend the next PC Meeting.

High Street Flowerbed

Wiltshire Council have now carried out the repairs to the dry stone wall.

Proposed Weight Limit on B4069

ROAD TRAFFIC REGULATION ACT 1984

THE COUNTY OF WILTSHIRE (B4069, VARIOUS PARISHES) (WEIGHT RESTRICTION) ORDER 2016

Wiltshire Council proposes to make the above Order under the Road Traffic Regulation Act 1984 the effect of which will be to introduce an 18 tonnes weight restriction for heavy commercial goods vehicles (except for access) on the B4069 – from its junction with B4122 at Draycot Cerne, Sutton Benger for a distance of approximately 6.5 miles (10.5km) to its junction with A3102, Lyneham.

Copies of the draft Order, plan and Statement of the Council’s Reasons for proposing to make the Order may be inspected at the offices of Wiltshire Council, County Hall, Bythesea Road, Trowbridge during normal office hours. Details of the proposed scheme may be seen at Lyneham Library, Memorial Hall, Lyneham between the hours of 2pm – 7pm Monday, 2pm – 5pm Tuesday, Thursday and Friday and 10am – 12pm Saturday until 11th July 2016. Clerk’s Report: May 2016

Notes from the Annual Meeting of the Parish Council (PC) held on Wednesday 11th May.

Six Councillors, the Parish Clerk and 2 members of the public attended the meeting.

Cllr E Pope was re-elected as Chairman and Cllr K Smedley as Vice-Chair.

Finance

  • Annual Maintenance of the additional Gossip Area, adj. to 1 Queens Close, to include grass cutting and strimming was approved for 2016-17
  • The outstanding Community Grant of £500 from 2015-16 was approved for payment to the PCC for maintenance of the churchyard
  • Approval was given for a contribution of £1,000 to the maintenance of the churchyard from the 2016-17 budget

Planning Applications

Consideration was given to 3 planning applications:

  • 16/03301/TCA: Gate Cottage, High Street, SN15 4RE – No Objections
  • 16/03211/FUL: Old Post Office, 26 High Street – Support
  • 16/03977/TCA: 11 Chestnut Road, SN15 4RP – No Objections

Community Emergency Plan

Cllrs E Pope and H Parry-Jones agreed to complete Wiltshire Council’s Community Emergency Plan.

Highways and Transport

Following no response to Cllr P Jones’s repeated requests for information on the re-surfacing of the High Street, the Clerk was asked to draft a letter to the Associate Director of Highways and Transport.

Crossing on the High Street – Cllr P Jones measured the visibility along the High Street to identify a possible site for a High Street crossing at the Seagry Road junction. It is planned to carry out our own informal pedestrian count to assess feasibility.

Flowerbed on the High Street – Wiltshire Council have advised that, as the flowerbed is “entirely within the adopted Highway”, it is not possible to complete a Community Asset Transfer. The Clerk was asked to draft a letter to the Highways Dept. requesting urgent repairs to the dry stone wall.

20mph Chestnut Road – the Speedwatch group have been asked to include this in their scheme.

Parish steward vehicles rolled out as new highways contract begins

WCC logoA fleet of green and yellow vehicles driven by parish stewards conducting minor highways work will be a regular feature on local roads by the autumn as part of Wiltshire’s new multi-million pound highways contract.

Wiltshire Council’s highways contract with Ringway Infrastructure Services Limited began on April 1 2016. The contract is worth £15m per year with the company responsible for the maintenance of roads, street lights and pavements, clearing drains, gritting roads and emergency repairs. It runs for five years, with a possible extension of a further two years.

A key feature of the contract is the rollout of the parish steward programme where 20 parish stewards will work with communities to carry out local minor highways work.

The stewards will serve their own group of parish and town councils in the county, reporting issues and carrying out repairs and maintenance, providing a ‘one stop and done’ service.

They will prioritise the needs of their patch including roads, pathways, drainage and verge maintenance. Their remit could include painting railings, highways strimming and minor pothole repairs.

Philip Whitehead, cabinet member responsible for highways said, “Wiltshire Council and Ringway have a historic successful relationship for working in partnership. With the new contract, we will build on this relationship and I am confident that we will see many improvements over the coming years.”

Wiltshire is one of only a few councils that has increased its spending on highway maintenance. With the increased investment and this new contract the council will be best placed to meet the future challenges and able to maximise the benefits of its resources for our highways.”

Scott Wardrop, Chief Executive of Eurovia and Ringway said: “Ringway is delighted to have been successful in re-securing the Wiltshire plus the Swindon highways contract for the next five to seven years. Our re-invigoration of the parish steward service for Wiltshire, which was a key aspect to our successful tender bid, has already begun and we look forward to an official launch of the new service in late summer 2016.”

We are working with the council to review the highway service, ensuring it is efficient and effective for the highway users while affordable. We have secured a new main office and depot in Bowerhill, Melksham and this means we have a good modern central facility for the highway service in Wiltshire, which supports team working.”

Parish Stewards Vehicles

The parish stewards and their distinctive vans are part of the contract awarded to Ringway, which is showing the beginning of the organisation’s investment in services. The 20 vans will be rolled out over the next six months across Wiltshire.

Parish Steward vehicles are highway yellow, with unique livery. One side of the vehicle displays a horse to recognise Wiltshire as the county of white horses, the other has a picture of Stonehenge.

The highway services are being implemented in phases over the next six months to ensure by October all activities are provided. Ringway is also reviewing the current operations to ensure innovation and efficiencies are delivered at the earliest opportunity.

“Second Saturday” Church Building Maintenance Mornings

Following on from the hugely successful recent graveyard clean up Saturday mornings, it has been decided to also regularly hold “Second Saturday” Church Building Maintenance Mornings, to carry out a number of essential jobs on the fabric of the building.

The first of these mornings is planned for Saturday 9th April 2016 (with further ones planned for every 2nd Saturday of the month).

Your historic church building needs you: volunteers are welcomed to join us – tools will be provided, or bring your own. Basic DIY skills and enthusiasm warmly welcomed!

The maintenance day will run from 8 until 12 – stay for as little or as long as you can – refreshments will be provided.
